Duncan has extensive experience in advising on EU procurements and completion regulation compliance, best value requirements, alternative business models, outsourcing and state aid matters. He also advises on all types of major procurements, including hub, NPD/PPP/PFI and construction projects, public procurement law and public law compliance. He works for a wide range of public sector bodies, including local authorities, NHS Boards and schools.
Duncan is accredited by The Law Society of Scotland as a Specialist in Public Procurement Law and chairs the Law Society’s panel for the accreditation of solicitors as Public Procurement Law Specialists. He is also Chair of the Procurement Lawyers Association and a member of the Policy Committee of the Scottish Council for Development and Industry (SCDI).
